Monique Earl is a Senior Manager at Accenture LLP, where she leads local government initiatives focused on organizational change management, transportation and infrastructure. With more than two decades of experience across the legislative, executive and administrative branches of city government, Earl has played a pivotal role in shaping public policy, advancing equity and driving innovation in the public sector.
Her leadership journey includes serving as Deputy Mayor of Budget and Finance for the City of Los Angeles, Chief Deputy Controller, Executive Officer at the Los Angeles Department of Transportation, and Chief Diversity, Equity, and Inclusion Officer at the Los Angeles Department of Water and Power. In each of these roles, Earl has championed inclusive governance, strategic reform and operational excellence across large, complex institutions.
A proud Angeleno and longtime resident of Leimert Park, Earl brings both a professional and personal commitment to building stronger, more equitable communities in Los Angeles. She holds a Master of Public Administration from American University and a Bachelor of Arts in Political Science from California State University, Northridge.
